Abstract

This study aims to analyze government–community collaboration in reducing economic inequality through vocational training programs designed to enhance the livelihoods of households with incomes below the Basic Minimum Needs (BMN) standard. A qualitative research design was employed. Data were collected through documentary review, in-depth interviews, and small group discussions. Purposive sampling was used to select 22 participants, including representatives of low-income households, government officials, curriculum design experts, academics, and local wisdom scholars. Data were analyzed using content analysis (qualitative content analysis). The findings indicate that effective collaboration between government and community in reducing economic inequality through vocational training comprises four key stages: 1) preparation; 2) support; 3) design; and 4) evaluation. These interconnected components strengthen cooperative efforts toward community self-reliance and sustainable poverty reduction.
